SVCD Question. I know you guys can help!!!!! PLEASE!

I have 3 SVCD cdr's I can merge them, author them and burn them to DVD just fine. The problem is they are in PAL!!! Tmpeg will not import the files and I don't know how to convert. I tried everything. The reason for this is due to the fact that all the settop dvd player will not read PAL. (this is expected) Please help me. Is thier a program that will just reencode the mpeg2 files into NTSC. Thanks to everyone that helps, I just need a giude for PAL SVCD to NTSC SVCD, I can take it to DVD from thier. Thanks all!!!
