what exactly do you mean when you say "cutting and pasting"? do you mean to "edit" as in remove frames, or are you changing the structure of a DVD? If you are changing the structure of a DVD then the programs that blutach suggested will do fine. Otherwise check out Mpeg2schnitt or Mpeg2cut2 or Cuttermaran.
