I think you should begin again with the original rtconfig, and after each "clear xxx.*" then "comment out" everything in each section you want to experiment with (put semicolon at beginning of line). Then un-comment each line one at a time and play with it.

The problem is it's a very incomplete rtconfig. When learning to theme, it's best to start with a well-established and complete rtconfig, like the default, or one of the other great complete themes. Then comment-out a section with semicolons and bring in each piece to see what it does. The file you posted is so incomplete, it's hard to predict the result of any edits.

Get yourself a clear tcp.* in there, or most of what you're seeing will be the fallback WALTER.

Put 'clear tcp.*' in as a line, wherever you like so long as its above any other tcp lines.
