im sure with some combination of sends/recievss and reacontrol or some such it can be done . i want to be able to play something on track 1 and when its loud the vibrato on track 2 will go extreme and when its soft it will slow down or actually any effect like that . to add ryhtmic modulations to pads by scatting or playing guitar on ANOTHER track ....im pretty solid on having stuff on the same track modulate things etc cheers e

so routing sends to channels 3/4 on other track did the trick , but id like to do this without even monitoring the first track that is modulating the 2nd ....ideas?

Uh, you can try Reaper's built in parameter automation that can automate any parameter with an envelope. Load a plugin, press the main automation button, choose a parameter and go "mod", then audio control signal or link from parameter, and route it accordingly.

Set up a send on track one to channel 3/4 on track 2. Set up receive on track 2 . Set up the parameter you want to modulate as audio modulation . Tailor the levels to the right range on the parameter you want . On my m audio control panel I had to disable direct monitoring so I wouldn't hear the modulating signal. Also in the routing matrix make sure track 1isnt sending to master . So now if I play guitar on track one it modulates the speed of a square tremolo . Loudest - buzzy fast .... Soft strumming is slow wob wob. Could also beat box to modulate cept I can't beatbox .
